The project aims to contribute to a responsible and sustainable reform of Serbia’s renewable energy legislative framework as part of the country’s alignment with the revised EU Renewable Energy Directive (RED III). Through an analysis of the proposed legislative solutions, exchange of experiences with European organisations, and engagement of civil society and other relevant stakeholders, the project advocates for accelerated renewable energy development while safeguarding biodiversity, public participation, legal certainty, and the interests of local communities.

Particular attention will be paid to developing a responsible approach to the introduction of Renewable Acceleration Areas, improving permitting procedures, and removing unnecessary administrative barriers to decentralised energy generation, including rooftop solar installations, renewable self-consumers, and citizen energy communities.

The Belgrade Open School, in partnership with the Centre for Environmental Improvement (CUZS) and the Platform for Social Development and Innovation (CORE), will work on developing joint recommendations for improving the legislative framework, organising consultations with civil society and other relevant stakeholders, and informing the public about the proposed changes and their significance for Serbia’s energy transition.

The project activities will be implemented from 1 August to 31 December 2026, with the support of the European Climate Foundation (ECF).
