The pre-selection training under the Green Agenda Multiplier Support Program was held online on 4 September, with more than 220 participants from across the Western Balkans. The training was mandatory for all future applicants for support. Below is a list of the 20 most frequently asked questions.
Q1: Is it allowed for an applicant to participate in multiple project proposals (e.g., as part of a network in Lot 2 and as a partner in Lot 1?
A: Applicants are allowed to participate in only one project proposal, either as the lead partner or as a project partner.
Q2: Under Lot 1, can a single CSO apply without partners?
A: Yes, a single CSO can apply independently. However, it will receive fewer points according to the evaluation criteria.
Q3: Can a CSO apply under Lot 1 and form a partnership with up to two additional organizations from their network to directly participate in project activities?
A: Yes, this is allowed. Under Lot 1 you may form a partnership with a maximum of two other organizations from your network and involve them directly in project preparation and activities.
Q4: Does the organization need to be exclusively environmental, or can organizations with partial focus on environmental issues apply?
A: Organizations do not need to be exclusively environmental. Those with a demonstrated track record in implementing environmental projects are also eligible to apply. Applicants will be asked to describe their relevant experience in implementing environment-related projects in the application form (Annex 1a).
Q5: Are for-profit companies eligible as project partners?
A: No, for-profit companies are not eligible. The applicant must be a non-profit making civil society organization working on one or more thematic areas of relevance to the Call.
Q6: Do all partners need to be from the same economy, or can partnerships include organizations from different economies?
A: Partnerships with organizations from other economies are not required and may be challenging to implement due to national regulations. Therefore, partners should come from the lead applicant’s economy.
Q7: Are all partners and applicants required to attend this training?
A: Yes, attendance is required for all partners and applicants.
Q8: How can an informal network demonstrate a track record?
A: Informal networks can demonstrate a track record by describing joint advocacy initiatives, collaborative reports, or other activities carried out together with partner CSOs. The application form includes specific questions to capture this information.
Q9: Do projects completed as part of an informal network count after formalization?
A: Yes, previous activities can be included in the organization’s track record.
Q10: Can applicants change the project idea or partnerships if pre-selected for the second phase?
A: Major changes to the project concept or changing of established partnerships are not permitted. However, minor adjustments may be requested to ensure alignment with the concept note.
Q11: Are participation limits applied per economy?
A: No, participation is not limited to each economy. Selection will be based on the quality of applications, though efforts will be made to ensure regional balance.
Q12: Is September 17th the deadline for the final project proposal?
A: No, this date applies only to Concept Note submission.
Q13: How many projects will be awarded?
A: Twelve projects will be awarded. Up to 20 applicants will be pre-selected to develop and submit Full Applications including Project Proposal, Budget Proposal and Logical Framework Matrix.
Q14: Are there limits on concept note length?
A: Yes, each question has a word limit. Concept notes exceeding these limits will be rejected during administrative compliance checks.
Q15: Is the total budget per economy known?
A: The total budget for the Green Agenda Multiplier Support Program is €250,000 for 12 projects. Distribution per country is not predetermined and will depend on the quality of applications, while efforts will be made to maintain regional balance.
Q16: For Lot 2 networks, do all network members need to attend training?
A: Only those members who will be directly involved in the application are required to attend the training. This ensures that all participants receive the same information.
Q17: For Lot 2 network applications, can there be four partners?
A: Yes, at least four network members must jointly prepare and implement the project.
Q18: Can applicants choose more than one thematic area?
A: No, only one thematic area may be selected.
Q19: When is the 10% co-financing required?
A: Co-financing is required during project implementation and must be reported. It is not required for contract signing.
Q20: Will there be an opportunity to ask questions after this training?
A: Yes, questions can be submitted via email until September 12th.
