Belgrade Open School (BOS) implemented the project “Impact of the Project ‘Clean Energy and Energy Efficiency for Citizens in Serbia’”, with financial support from the German Agency for International Cooperation (GIZ). The objective of the project was to assess the impact of energy efficiency measures implemented through public calls launched by the Ministry of Mining and Energy and local self-government units within the framework of the project “Clean Energy and Energy Efficiency for Citizens” (SURCE), by examining how these measures affected the business operations of micro, small and medium-sized enterprises (MSMEs) in Serbia.
Main activities implemented within the project:
1. Research study: Impact of the project “Clean Energy and Energy Efficiency for Citizens in Serbia” on the operations of micro, small and medium-sized enterprises
Within this activity, a methodology was developed and an impact assessment of the “Clean Energy and Energy Efficiency for Citizens” (SURCE) programme on the operations of micro, small and medium-sized enterprises was conducted. The activity included desk research, semi-structured interviews with MSMEs, and analysis of collected data, with the aim of identifying the effects of the programme, as well as key challenges and constraints related to its implementation.
2. Comparative analysis of energy efficiency measures under the SURCE programme and reference measures from the RE EE project
As part of this activity, an analysis of energy efficiency measures implemented under the SURCE subsidy scheme was carried out, including a comparative assessment with recommended measures identified through the analysis of relevant good practice examples from the RE EE project. Based on the findings of this analysis, recommendations were developed to improve the design and implementation of future energy efficiency incentive programmes.
The project activities were implemented in the period from September to November 2025.
